Dr Gilbert Buckle is a Ghanaian Public Health Specialist and is presently the Executive Secretary of the Department of Health of the National Catholic Secretariat in Ghana, a position he has held since 2000. He holds a BSc. Human Biology, MBChB and an MPH. In his present position he is responsible for the effective, efficient and overall development of the National Catholic Health Service in Ghana. The service is the second largest health care provider in Ghana, providing health care to an estimated 27% of the Ghanaian population.
He has 15 years working experience in both the public and private health sectors in Ghana, 11 years of which has been in senior management and leadership roles with responsibility for the overall performance of the health service. He is recognised as an expert on the health sector in Ghana and has participated and contributed in numerous national fora in which national health policy, goals, objectives and plans have been developed.
Dr. Buckle has significant exposure and experience in international health and development efforts. He has provided independent consultancy services to various international organisations including UNAIDS, UNDP, WHO and the West African Health Organisation [WAHO]. Dr. Buckle’s expertise has also been accessed by Church’s involved in health care across Africa serving as a member of the Expert Committee on HIV/AIDS for the Symposium of Episcopal Conference of Africa and Madagascar [SECAM] and has been further engaged in consultancy assignments in Uganda, Kenya, Nigeria and Zambia. He is also a member of the Board of Health Action International (HAI) - Africa.
Dr. Buckle’s interest is in Public Private Partnerships in health care delivery; Provision of quality health care to resource limited communities; and Health Policy and systems development.
